I hate to simply copy whole cloth but it is important to see the entire context. In short, rules analyst Terry McAulay says the first controversial call where Tulsa was allowed to score a touchdown should have been an incomplete pass. The referees were determining if he went out of bounds and was the first to touch it, when they should have been looking to see if he reestablished position at all. To my eyes, this was not the case. He jumped from out of bounds and caught the ball — rendering the pass incomplete by rule — and then landed in bounds.
This is simply an incomplete pass. When a player leaps he retains the same status as when he was last on the ground. He reestablishes inbounds by getting any body part down inbounds with no body part OOB.
Here, the right foot was OOB when he jumps. He then touches the pass in the air without reestablishing inbounds, making it incomplete.
Note that even if his left foot left the ground slightly after the right, the jump is all one action and he would still be considered OOB.
